The West Boise Sewer is a governmental entity, formed pursuant to Idaho law and created on July 29, 1975, by a vote of property owners within the original boundaries of the District. Prior to formation of the District, the homes and businesses in the District’s original service area could not be served by the City of Boise’s sanitary sewer system, and instead utilized septic tanks for wastewater disposal. The District was formed to provide sanitary sewer service within the District’s boundaries. On August 6, 1976, the District entered into a Service Agreement with the City to treat the wastewater collected by the District’s system. That agreement allows the District to discharge the wastewater it collects into the City’s collection and treatment system. The City then treats the wastewater in compliance with state and federal regulations, and discharges the treated wastewater pursuant to the City’s National Pollutant Discharge Elimination System permit.

A five-member Board of Directors governs the District. The Directors are elected by persons residing in the District and qualified to vote in general elections. Board members must live in the District and are elected to staggered six-year terms. The District employs a full-time office manager, a full-time maintenance supervisor, and other employees as necessary to meet the needs of the District’s operations.
